The 1st League of Nations Summit was a unionwide event, the first of its kind for the League of Nations, held in Kendall, Lower Columbia from August 28 to September 22, 2009. It was attended by the heads of state of Lower Columbia, Jiesan, Isporos, Atrubia, Oak Hill, Connar and Collanden, the first seven members of the League.

Summary[]

Four topics were discussed and voted upon at this summit: rules for roleplaying, the League Parliament's location and design, unionwide ministries and the union emblem.

Topic 1: Roleplaying rules[]

Lower Columbia's King Zachary began discussion on this first topic. Union heads of state decided that a prohibition against godmoding, where a roleplayer refuses to play realistically in some way, was essential to ensuring that future roleplaying events be successful and orderly. They also agreed to limit the technology their nations could use to that available in the early 21st century, with an approximate future limit of 2050. In addition, League members devised a method for determining which real-world nations should get involved in roleplaying incidents, if any, and which members would roleplay their actions in such cases. These rules were codified in the Roleplay Act 2009, prepared by Collanden.

Topic 2: Parliament[]

Collanden initiated discussion on the second topic by focusing on which member nation should host it. Members agreed to settle the matter by a vote. Three member states were nominated as voting candidates: Atrubia, Jiesan and Lower Columbia. On September 7, voting on these three candidates closed, with Jiesan winning the hosting rights.

League members decided to use an available existing BAT as the Parliament building until a custom building could be designed. The Shenzhen City Hall was chosen as this building by a vote of 3-2 (the CSX National Library was the losing candidate).

Topic 3: Union ministries[]

This topic, also started by Lower Columbia, began with a discussion on which ministries the League should maintain and what their functions should be. Members eventually agreed to have ministries for Foreign Affairs, Monetary Affairs, Transportation, Education and Science, and Health. A Ministry of Defense was judged not to be necessary, despite strong protestations coming mainly from Collanden.

Following this discussion, the question of how long minister terms should be came up. League members agreed that they should last three months.

With these two questions answered, it came time to choose the first ministers. Atrubia was the only member nation to bid to be Minister of Transportation and so was elected to that office. However, as of the summit's end on September 22, no other ministers had been elected.

Topic 4: Union emblem[]

President Park Jae-Shin of Jiesan opened discussion on the summit's final topic. After a couple of suggestions for what should be included in the emblem were put forward, Jiesan produced a design which was chosen as the official League emblem.
